You need to install devel packages (e.g. openssl v.s. openssl-devel) And when dealing with pkg-config, there is a more convenient way: sudo dnf install 'pkgconfig(package-name)' pkgconfig(foo) is the devel-files for package foo. This case you need things like sudo dnf install 'pkgconfig(fontconfig)' and so on.
