You can't.

You can mount the .iso and read all the rpms from the iso to a file then use createrepo to make a local repository with a .repo file referencing it in yum.repos.d.

Except that there are no rpms on the iso images any more. The live images install by copying the live image to the hard drive. And the net installs get everything from the repos.
