I think your idea of using a bugzilla is the right way to go. I would use grub2 as component. I vaguely recall that there was an issue with grub2 and system upgrades when boot loader snippets first became the default, for systems that had an older version. As you surmised, it required the re-install of the mbr. Could be worth trying on speculation. But maybe they will recommend another method on -devel. It could be that you should use the F32 image, as it will be newer.
