Do you have some large packages >installed from outside Fedora? That is normal on this system : A lot of packages (i.e. all the games from Fedora repostories) are installed. In this case it had to download 13684 packages. The upgrade was supposed to delete 531 packeages (mainly python2*) The upgrade from F30 -> F31 even had more pacakges downloaded.
