No idea, that's the same procedure I followed, but it took a while for me to get around to the first boot and gnome had yodelled at me about available updates before that. Maybe you have to wait for it to notice updates before rebooting. P.S. I'm not sure disabled/enabled means anything for static services. I know I've disabled one before then tried to enable it and systemctl called me an idiot saying that's not possible.
