I assume your top-level is serving from /var/www/html?

TEST-OK Webserver is running under group id in $webservergroup.
TEST-FAILED Fetch of images/padlock.png failed
Your web server could not fetch
http://10.16.0.109/bugzilla/images/padlock.png.
Check your web server configuration and try again.
You need to check the web server logs to see what the request was and
why the request failed.
