I tend to `dnf erase` anything that complains and reinstall it after the upgrade. So I wonder if you can do that with gimp and get it going.
I was starting to think the same thing. Also you might as well re-erase the python2-libmodulemd since it wasn't causing the gimp issue and was a problem with the upgrade to begin with.
