I was thinking about that.  However, I'm not sure it will cover all cases for the OP.  The OP
had written another post on this.  From that post it sounded as if the VPN maybe up or down at
various times.  So, while a delay in the start of postfix may be achieved it would continue to function
if the VPN is terminated.
