It might be worth running a --scrub=all on the affected
chroots as well as checking whether you have local overrides
to the mock config files (in /etc/mock or ~/.config/mock*).
There was a recent thread on fedora-buildsys about a similar
issue someone had with the mock 2.0 update.

/etc/mock/default.cfg was 0 bytes and there was a recent
/etc/mock/default.cfg.rpmnew
With the rpmnew version copied into place
mock --scrub=all -r fedora-30-x86_64-rpmfusion_free
still gave the KeyError. Omitting the -r did the scrub.
After that the build with the original command line, which did not
include the -r, still gave the KeyError. I have tried with and without
the -r, with and without a preceding /etc/mock/ and with and without a
following .cfg All have failed, but differently; error in
configuration or cannot find config file...
