It isn't clear to me that your issue is impacted by this.  I too am seeing "spamming" of the journal but
haven't encountered any degradation in applications and have been ignoring it.  (I don't use
evolution)

However, since this thread came up I decided to see what would happen if I removed xdg-desktop-portal.

Since it only resulted in

    Removed flatpak-1.4.3-3.fc31.x86_64                  @@System
    Removed flatpak-session-helper-1.4.3-3.fc31.x86_64   @@System
    Removed plasma-discover-flatpak-5.17.5-1.fc31.x86_64 @@System
    Removed xdg-desktop-portal-1.4.2-3.fc31.x86_64       @@System
    Removed xdg-desktop-portal-gtk-1.4.0-1.fc31.x86_64   @@System
    Removed xdg-desktop-portal-kde-5.17.5-1.fc31.x86_64  @@System

and since I don't make use of flatpak, I did remove it.

The journal is no longer being spammed.

You may want to consider doing a remove of xdg-desktop-portal to see what else will be removed and
if you don't need it, remove and see if your problem with evolution is resolved.
