I am not an Xfce user.  So, excuse me.  I found another way to get the behavior you're seeking.

You can go to "Panel Preferences" and select "Items"  Then pick "Windows Buttions" and click on the
edit function (just below the minus sign).  Then go to "Behaviour" and select "Never" for Window grouping.
