On the motherboard on both systems. I've tried disabling
the USB power management on the hub and I'll see what that

Okay, I have seen that on ps/2 to USB converters.
Lights flash on the ps/2 keyboard every so often.
Never lost my settings though.
Also, have you tried other mice/keyboards from
other manufacturer? I would be really suspicious
of your peripheral hardware at this point.
