I saw some mention that the openh264 codec was being improved to handle playing all h264 video and I think that was in reference to F31. Check about:plugins to make sure you have the openh264 plugin enabled.
And is the Fedora Workstation release better?
I'm assuming that you have the workstation live image, so the install will be exactly the same. I'm also assuming that you have the F31 version.
