I don't have it. This might relate to actions taken in my December 2018
thread "unwanted checks for updates". I'd like confirmation that I
don't have a problem here.
If PackageKit is not running, then it won't be creating any files in there.

That directory looks huge and complex. I saw lots of links and lots of
source code (".c" and ".h" files). Would you like me to fpaste a
recursive long list (ls -alR) of it?
I don't have anything in that directory. In general, anything in
/var/cache should be deletable, although something currently running
might care about it. In this case, if you don't have any abrt reports
that you still want to send in, feel free to delete anything under abrt-di.
