I don't think he should be quite so strict about people asking questions about unreleased versions. But certainly a problem with upgrading to a beta release is better directed to the test list.
But, I did notice that many of the message indicated the package "does not belong to a distupgrade repository".
Yet, I just did an upgrade on a F30 system to F31 without error.
But, yes, these should be reported to the testing list. I'm not even sure if there has been a "test upgrade day".
The OP should, for completeness, disable 3rd party repos and make sure they add --skip-broken and --allowerasing to the upgrade command. If errors persist, report to the test list.
