Is where it is in the latest git clone, and believe it has always been in
the syslinux from the kernel.org and the latest git versions.
...sure, but that doesn't tell us whether it was ever included in
Fedora's packages. Maybe I'm misinterpreting your original post. Have
you ever seen that file in Fedora's packages? I thought you were
suggesting it was missing from Fedora 30, specifically.
