Nice find! I didn't search that bug repo and duckduckgo for some reason didn't get me there. I will read this in more detail and comment on it. 

Did you try any of the config changes or are you still seeing this? Looks to me it is as yet unresolved. Oddly, I'd never seen this till pretty recently.

What is the side-effect of just removing UPower?
