Mine did. I used the MATE spin, booted off a flash drive. You get the
usual set of questions before starting the install (where to put it,
network, location, etc.), start the installation running, then there
was a screen giving you the opportunity to set root and user accounts.
I didn't do any shenanigans to set up accounts post-install.
It depends on the install media.
