Well, if the rtl card connects fine and the broadcom with the same configuration doesn't
then it is unlikely to be a configuration issue.

Try telling NetworkManager not to change the MAC address via
/etc/NetworkManager/conf.d/99-my.conf

wifi.scan-rand-mac-address=no
There goes my MAC privacy! We did a lot in IEEE 802 to add this privacy recommendation

I only have Intel or RTL devices and they don't have issues.

(please give us your IPR for free), it was Broadcom (followed quickly by
TI) that said, "no way". That was a fun 802.11 meeting when word of
this got circulated.
