The response to the bug worked:

Try telling NetworkManager not to change the MAC address via
/etc/NetworkManager/conf.d/99-my.conf

wifi.scan-rand-mac-address=no

There goes my MAC privacy!  We did a lot in IEEE 802 to add this privacy recommendation
Well, it then sounds like a deficiency in the Broadcom drivers?

I only have Intel or RTL devices and they don't have issues.


I could make some comments about my Israeli friends at Broadcom, but that is just poking fun at some really good EEs.

And when China required companies that wanted to sell their wifi cards in China to provide the complete chip designs and firmware source (please give us your IPR for free), it was Broadcom (followed quickly by TI) that said, "no way".  That was a fun 802.11 meeting when word of this got circulated.
