Removed that file, re-ran > dracut and I'm successfully in the new kernel. Yes that is unfortunately a long standing bug with the amdgpu-pro package from AMD. If you remove it again, it leave those files /etc/dracut.conf.d , and the result is a black screen on reboot. I have used amdgpu-pro for a long time for OpenCL too; but you have to use a 'conservative' kernel, as the package is never up to date with latest fedora kernels. With Fedora 29 I use the last 18.x version with kernel 4.18 - I don't know what the new 19.x version supports.
