After a bit of research I found the problem.

If you have nvidia-settings installed, and are using the nouveau driver
and not the nvidia driver, it creates a bunch of connections to the X
server. (Probably by crashing repeatedly.) This fills the table of
connections until you get to the point where you can't open up another
window.

If you are using the nouveau driver, just uninstall the nvidia-settings 
application. (You don't need it and it won't work anyways.) The
maintainer for the rpmfusion repo is aware of it and working to fix the
problem.
