I have worked with Oliver Fourdan, the creator of Xfce.
mouse roller scrolls windows instead of lines:

If you roll your roller too fast, Xfce thinks you are on Panel 0 and
Xfce scrolls windows.
Oliver said it is an X issue: "it gets its events from the Xserver"
