This doesn't really make sense. Usually personal/home firewalls are configured to allow any connections outgoing. And I don't know of any firewall that blocks an IP for failed connections. I'm not even sure how the firewall would know they were failing.

What is your firewall or what are you using as the internet gateway device?
What connections are timing out?
Are you sure your internal network is connected correctly? If you've been moving lots of things around, it's possible that something got miswired.
