You have different options set for the client than the server is expecting.

I have now set the mtu to 1557. Previously it wasn't specified at all, so presumably it was using whatever Fedora was configured to use.

Also following Ed's suggesting I have turned off lzo compression.

Causing this.  They probably can't communicate at all.

You seem to have a very short timeout.
These might be a mis-interpretation of things by me. I have ping interval set to 10 and ping-restart set to 120, as my interpretation of the command in the .ovpn files for each vpn definition I have that I downloaded, of    keepalive 10 120   . It is possible I may not have understood this keepalive command.

Where did you get your settings from?  Maybe you need to find out what the server settings are again and recreate the VPN connection.

Some of the settings I got from .ovpn files specific to the vpn servers I am using, and others are carry over's from working configurations from networkmanager in F27 where they were default setting supplied with creation of the definitions.

Because I haven't tried to use these definitions in a long time (my isp won't allow mail communication if I am using one of these vpn's), I can't pin-point whether they stopped working with the upgrade to F28, or whether they were working in F28 and normal maintenance broke them, or whether, since the last time I successfully used the definitions that don't work now, the remote server processes have changed.
