And why isn't there a way to disable the whole

I ignore the boilerplate and I run "chmod -x /etc/grub.d/*", copy one
of the two below into "/etc/grub.d/*", "chmod +x" it, and run
grub-mkconfig:

Just a comment, I always use grub2-mkconfig/grub2-install as I hate the
menu display produced by grubby, but ignoring that, I would be
questioning where that timeout code in grub.cfg came from, as I don't
have that in either of my grub.cfg files and I have never had any
auto-hide functionality in the grub menus from any version of Fedora I
have used.
