What desktop are you using?
What version of redshift and geoclue2 do you have?
Geoclue requires an agent for permission handling. The desktop environment is supposed to handle that. You could try running /usr/libexec/geoclue-2.0/demos/agent and see if that helps. Is this a system that has been upgraded for a very long time and your user id is 500?
