You don't.
$ ls -al /usr/lib/systemd/system/geoclue.service
-rw-r--r--. 1 root root 468 Oct 14 11:59
/usr/lib/systemd/system/geoclue.service
If you look in that file, you'll see that it's a dbus activated service.
It's not intended for manual startup. It will run when requested.
