Touchpad edge scrolling had been working with libinput. I installed xorg-x11-drv-synaptics-legacy-1.9.0-7.fc28.x86_64 to get back having typing disable the touchpad momentarily (y'all know why). For a little while, touchpad scrolling worked properly, and then it got erratic so that I thought it was a kernel update, and then it stopped working at all. Removing synaptics and rebooting and thus returning to libinput has brought back touchpad scrolling. It also seems to have retained that little touchpad insensitivity while typing.
