I would guess that I have enough swap space. The system hibernated fine with F28. It was installed then. I upgraded to F29 and now the hibernate has gone away. 

I have another laptop which was installed with F23 and hibernate had to be set up in the usual way (in those days), that is, through resume in /etc/defaults/grub. Hibernate works fine on that laptop. Both are Dell XPS 13, the older one is circa 2013, the newer one in circa 2018 so different architecture perhaps.

F28 installation did not require this additional step.
