stacer does not appear to be a package provided by Fedora. 

So, you should remove that package, upgrade Fedora, and then look to where you obtained
stacer for a newer version.

Or, if stacer came from a 3rd party repository you have enabled on your system you can see
if disabling it for the upgrade process allows it to complete.
