Given that the drive posted is a disk drive and not SSD drive a laptop will spin it down to save energy. The idle trigger may be variable but the drive should already spinning down when not in use, especially since it is on a laptop. They stay up on NASs, or ppl who turn the idle off, because the time to bring them to speed, in this case 7200 rpm, kill the read/write time. In your stated use this should not be an issue and the drive is most likely already doing what you want.
