As long as you've installed the normal tools needed for compiling source code (gcc, make, etc.), it shouldn't matter what distribution you're doing this on - after all, the whole point of cross-compiling is being able to compile things elsewhere. Installing the "Development Tools" package group with dnf install @development-tools should give you everything you need to follow that guide.
