Windows 8.1 on the laptop internal disk, F28 on an USB 3.0 32GB Flash medium. It's impossible to answer this without knowing what you use to copy the file. Various GUI tools have their own caches. Command line tools generally don't. Also, you say it works after a reboot. Does it work after logging out and in again (no reboot)?
