that seems to be part of it. I reinstalled dbus to fix some permissions. systemctl works a lot faster now dnf still fails, so I need to poke around some more.
I had a similar problem after a failed dnf update in the middle of the transaction (stalled). I had to boot with enforce=0 and do a "touch /.autorelabel" and that fixed it for me.
