What could prevent update to a newer kernel? I went to koji and looked at the latest kernels for f27 and f28. The f27 kernels all have PAE available, but the f28 kernels don't. I think I vaguely recall seeing a note that pae was going to stop being built in f28. You could always build it from the src.rpm by enabling PAE in the spec file before you build.
