You can't. That's part of the rpm information. You can file a bug (there's sort of one already). You could modify the rpm file, but that won't work for the upgrade. You could remove R-core, do the upgrade, download the new R-core rpm, edit it, then install it.

My recommendation depends on how important it is for you to have R right now. If it's not important, then just remove it and do the upgrade. If it is important, then wait for a response on that bug. You could maybe upgrade to F27 for now if that works.
