It's not the same bug. In this case, it's R-core that's conflicting.
R-core should not be owning that directory. It requires texlive, so the
directory will already exist. There was a rawhide bug about this:

The bug report says that it is fixed now.
But it does not seems so.
The bug report says it was fixed in rawhide. I added a comment that
it's a problem in F28 as well, so we'll see if there's a response.
In the meantime, if you want to do the upgrade, you could remove R-core
and run the upgrade process.
