Unfortunately, that's an extremely vague concept and very hard to give any specific answers to. You would need to specify what frameworks you're using (e.g. nodejs, django, etc.).

Selinux generally stays out of the way as long as you put things in the expected places, particularly if you are using the OS supplied packages. There's usually not a lot of OS setup involved for webapps.
Also, given that centos is behind in terms of php/python/etc.. are there "better" OS/platforms to use?
You are posting this to the Fedora users list, not the CentOS one. I would recommend using Fedora. As you say, CentOS tends to be behind on software versions and the web technologies tend to change very quickly.
