I too have an rc.local script, but it's just a stub, and doesn't even have #!/bin/sh in it that's just a stub in case I ever need it.

Unit rc.local.service could not be found.

Checking, it's owned by root and is executable. Maybe I should put something into it, such as a printf that's redirected to a file in /root, and see what happens next time I need to reboot.
