Yes, that's how ssh behaves. However, as I said, gnome-keyring will only automatically load a private key if the public key is also present, with the same filename plus a .pub suffix. If you don't have the public keys in your .ssh folder, then that is the reason that GNOME is not prompting you to unlock your private files.
