On my fully updated F28 system clicking on "Open with File Manager" opens the USB
storage device in Dolphin.

If you open up "System Settings" and go to Hardware--->Device Actions and highlight
"Open with File Manager   Storage Access...." and then click on "Edit" what is in the
"Command" section?
