When I boot into an older kernel the same happens, so it is not a kernel
issue.
It's definitely a kernel issue. If you just installed F28, then you
won't have a much older kernel to test with. Try booting an F27 or
earlier live boot image and see if it still has that problem. Or
install an older kernel from koji.
During starting up the system a short notice is displayed about "nouvau"
and "fault". I cannot read the message properly because it is only
visible for 1 second.
Run "sudo journalctl -b" and you should be able to find that message.
