From the xml2rfc list:
pip install xml2rfc
And that got me the latest version.

pip install xml2rfc
if that fails:
easy_install pip
pip install xml2rfc
if that fails, go to the tutorial above.
What is the recommended way to install this? I got to get working on
a BUNCH of drafts this week....
