I guess the hope is to have a functional gitlab on the Fedora > 28 system. There is nothing in the fedora repositories, so it has to be done using the gitlab tools. I just had a look at this page https://about.gitlab.com/installation/ I see there installation instructions for both centos7 and a docker image. I think in F28 it is possible to install the docker image (a self contained gitlab instance?). But it should also be possible to use the centos7 image.
