If you have the clock widget in your panel, right click it, select "Properties" and you can put in your time zone. If you've installed the system-config-date RPM, you could click Applications-> Administration-> System-Config-Date If you don't have the polkit issues, you'll get a popup to authenticate, then you can select a timezone. If you don't have that in your Applications menu, open a console and as root, enter "system-config-date" (again, if you've installed the RPM).
