The problem is that the name is changed only in F28, so if you have the same or newer version in F27, the F28 one won't replace it. They both contain the same files, so they conflict.

From webkit2gtk3-jsc-2.20.1-1.fc28.x86_64:
Provides webkitgtk4-jsc = 2.20.1-1.fc28
Obsoletes webkitgtk4-jsc < 2.20.1-1.fc28
