desktop background image

I upgraded my system to Fedora 28 (from 26 -> 27 -> 28) and when I upgraded to 28 I no longer had a desktop background image, the desktop was simply "black".  I dismissed it as a minor issue and loaded a background image, I did this from Firefox, I had an image up and selected "set as desktop image"  the image was loaded onto the desktop and survived several system reloads.

Today I updated the system with DNF, the following were installed/upgrade:

I ran the update remotely via an ssh session.  When I was in front of the system I brought the monitors out of power saving mode to find that I had not desktop background image again.  I reloaded the system and again no background image.

Suggestions?
