The raw mode does not do resizing, but with ntfsclone you can restore and image to a larger partition. At that point, it will still be the same size as the original partition, but then you run the ntfsclone resize option, and it will than modify the partition and can make use of the additional space. It could also, reduce the size, but have not done that myself. fsarchiver also can do this, but it is not a program I wrote, but was asked to include long ago.
