I note that you aren't using the latest version of Evolution, but that may not make a difference. I usually reply by selecting the relevant part of the message (as here) before typing Ctrl-R or Ctrl-L (when applicable), but I don't think that matters particularly. In any case, if you find a reproducible use case please send it to the Evolution list.
