"glxinfo" will tell you which device is currently being used for 3D graphics. In my case, it includes lines like:
Device: Mesa DRI Intel(R) Sandybridge Mobile  (0x126)
OpenGL renderer string: Mesa DRI Intel(R) Sandybridge Mobile

2- I have a laptop with an ATI/AMD card, is there a proprietary driver
available on fedora (like this exists for nvidia cards).

No, a while back AMD switched to using only the open-source driver for all new devices.
